Selectmen Meeting 01/27/03
The Board of Selectmen held a special meeting on Monday, January 27, 2003 at the Multi Purpose Center, Riverside Road, Sandy Hook, CT.  First Selectman Rosenthal called the meeting to order at 7:30 PM.

PRESENT:        First Selectman Herbert Rosenthal, Selectman Joseph Bojnowski,
Selectman William Brimmer

ALSO PRESENT: Finance Director Ben Spragg, Town Engineer Ron Bolmer, one member of public

VOTER PARTICIPATION – Ms. Barbara O’Connor, Little Brook Lane, asked why all properties were not visited for the revaluation.  First Selectman Rosenthal answered that the Statutes once required a full physical revaluation every ten years.  That has now changed to a “non-physical” reval every four years, with a full revaluation every twelfth year.  

COMMUNICATIONS:  First Selectman Rosenthal   advised that he has asked the Tax Assessor to hold a public informational meeting, possibly the second week in February, to give the public more information on the methodology of the revaluation.  

ACCEPTANCE OF MINUTES:  Upon motion by Selectman Brimmer, the minutes of the 1/6/03, 1/13/03, 1/14/03 and 1/15/03 minutes were unanimously accepted as presented.


UNFINISHED BUSINESS

2003/2004 Budget
After a brief discussion, no motion was made to re-open the Selectmen’s Budget deliberations.


NEW BUSINESS

Relocation of Curtis Industrial Subdivision Easements
No opinion was received from the Town Attorney regarding this easement.  No action could be taken at this time.   If necessary, a special meeting will be called to take action.

Bond Reduction, Bramble Trail, “Thornberry” Subdivision
Selectman Brimmer moved to approve bond reduction, Bramble Trail, “Thornberry” Subdivision from $210,550 to  $102,000.  Motion seconded and unanimously carried.

Driveway Bond Releases
Selectman Bojnowski moved to approve four driveway bond releases as outlined on Attachment A.  Motion seconded and unanimously carried.




Appointments/Reappointments
Selectman Brimmer moved to appoint (R) Patrick Mullins, 19 Sleepy Hollow Road as a member of the Parks & Recreation Commission for a term to expire on 1/6/05.  Motion seconded and unanimously carried.
        Selectman Brimmer moved to appoint 19 reappointments as outlined on Attachment B.  Motion seconded and unanimously carried.

Tax Refunds
Selectman Bojnowski moved to approve January 2003 Tax Refunds No. 6 in the amount of $33,066.63.  Motion seconded and unanimously carried.

Legal Matters
Selectman Bojnowski moved to enter executive session to discuss legal matters and to invite the Finance Director and clerk to attend.  Motion seconded and unanimously carried.
        Meeting entered executive session at 8:20 pm and to return to open session at 8:30 pm.  
        Selectman Brimmer moved to approve funding for legal defense in Frances Gorham vs. Planning & Zoning and in Luis Fernandes vs. Planning & Zoning and in Jude Tallman vs. Planning & Zoning.   Motion seconded and unanimously carried.

ANNOUNCEMENTS:  First Selectman Rosenthal advised that the Fairfield Hills Advisory Committee will be holding their next meeting on 2/4/03 and could possibly have their recommendation for the Board of Selectmen to discuss at a 2/18/03 meeting.

Having no further business, the meeting was adjourned at 8:45 p.m.
